The Economy is bad but Texas can afford for Inmates

The State of Texas has approved a new phone system for the inmates of the prison system. How much it will cost is not mentioned but, officials say it will bring in a good revenue for the state. Where does "that" money go? If it goes back to the prison system; they seem to have it pretty good. I understand this will cut down on contraband and smuggled cell phones but, is it necessary to spend state money on that at this time? Another thing mentioned in the article is that more than a million Texas resident's will register to recieve calls from some 140,000 inmates. That is just ludicris to me, is that including fellow gang members and drug dealers? Board member Tom Mechler, questions the security of the new phone system but, was told the biometric system being used was "used in the Vietnam war". Wow that makes me feel more secure! All calls will be monitored by prison officials and gang violence team but, if they were doing the job they are paid to do; this would not be an issue.
